It really seems like North Koreans never make any sense. Saying that only having one IP limits the time spent online makes no sense at all. There are lots of Cisco and Huawei devices in north korea (god alone knows where they got them from, right RU,CN,TH,JP?) and they also have a huge internal network, probably nationwide all in the 10.x IP range.
