These are the baby steps to making North Korea like China, and I hope they go down in flames; China has become the West’s Dickensian workshop – I’m expecting the bubble to pop soon with a revolution/civil war afterwards. Let the DPRK develop on it’s own, working with South Korea, Japan, India, whomever else.

I don’t think it will change the regime, and even if they do connect, they will not evolve in the way he imagines through his ardent belief in connectivity.
