On the Youtube page in the About section it said that he was part of Polish KFA branch. So my guess is that he is Polish/lived in Poland and not in Pyongyang.

You may have more knowledge than I have, if you know that DPRKMC was run outside of North Korea, but I always thought that he was a real NK government spokesman. 1) His Google+ site stated that it was an official NK government site, and his location was given as Pyongyang. 2) He had access to insider NK information; i.e. he was able to inform that some members of Moranbong band in some concerts were absent because of their connections with Jang Song Taek. 3) He had access to original NK videos, taken with several cameras, as he published not only shows presented in TV, but he also reedited with good taste and published at least one old Moranbong Band concert. 4) He always felt very genuinely like a NK representative (subjective evaluation), but he was surprisingly willing for occasional discussion, and gave out more information than any other comparable site. Which were also good reasons to extinguish him. Hope he is alive and well.
