There are quite a few dead links, though, and the site doesn’t work properly in Firefox. Most of the content is application forms, etc. for the Pyongyang International Film Festival in September. The closing date for submitting films to the festival is June 30th, so perhaps the company wanted to get the festival content up first and the rest will be sorted out later.
